How much does an AI agent cost in the UAE?

By Lishan Raj Pithakote, Founder of Vykorr · Updated 18 October 2026

Short answer. Dubai agencies publish setup prices from about AED 5,000 for a basic chatbot to AED 40,000 for an agent connected to your CRM or booking system, with monthly retainers of AED 4,000 to 15,000. Large builds run past AED 100,000. Off-the-shelf AI receptionist tools cost AED 300 to 3,000 a month, without a custom build. On top of either, WhatsApp charges per template message and phone calls are billed by the minute. At Vykorr, a one-job agent on WhatsApp and web chat starts from AED 7,500 to set up and AED 1,950 a month.

What you are paying for

An AI agent has three costs. Ask every vendor to split them out, so you can compare quotes like for like.

  • Setup, paid once. Mapping the workflow, writing the agent's rules and knowledge from your own information, connecting the channels and systems, testing in Arabic and English, and showing your team how handover works.
  • Monthly, for as long as it runs. The AI model's usage, hosting, monitoring, fixing answers that went wrong, updating prices and policies, and reporting.
  • Usage, which grows with volume. WhatsApp template messages, phone minutes and SMS. Some vendors pass these on at cost; others add a margin.

Two things explain most of the spread: how many systems the agent connects to, and whether it has to work in Gulf Arabic as well as English.

WhatsApp message fees

Since 1 July 2025, Meta charges for WhatsApp Business Platform messages one by one, by template category and the recipient's country (Meta). In practice:

  • Replies are free. When a customer messages you, a 24-hour customer service window opens. Replies inside it cost nothing, and so do utility templates sent inside it.
  • Templates cost money. Outside the window you can only send approved templates. For UAE numbers from 1 October 2026, providers quoting Meta's rate card list about AED 0.21 (USD 0.058) per marketing template and about AED 0.06 (USD 0.016) per utility or authentication template (Whautomate, SleekFlow).
  • Ads open a free window. When someone reaches you through a Click to WhatsApp ad, all messages are free for 72 hours (Meta).
  • You can be billed in dirhams. Meta added AED as a billing currency on 1 April 2026 (Meta).

Two worked examples at those rates. A clinic sending 2,000 appointment reminders a month as utility templates pays about AED 115. A promotion to 1,000 opted-in customers costs about AED 210. Rates change, so check Meta's current rate card before you budget, and ask your vendor whether they add a margin: Message Central says provider mark-ups vary by 10 to 30 percent.

Phone calls

Voice agents are billed by the minute. The price per minute combines the phone line, speech recognition, the AI model and the voice, so it varies with the provider and the language. Ask for a per-minute estimate based on your real call volume, split into those parts.

In the UAE, outbound marketing calls carry rules that affect the cost too: prior approval from the TDRA, calls only between 9am and 6pm from a number tied to your trade licence, checks against the Do Not Call Registry, and fines from AED 50,000 for calling registered numbers (Clyde & Co). These rules cover marketing calls, not customers calling you.

What pushes the price up

  • More jobs. An agent that answers questions costs less than one that also books, takes payments and chases invoices.
  • More channels. Each channel (WhatsApp, Instagram, web chat, email, phone) adds setup and testing.
  • Integrations. Connecting a CRM, calendar or payment links takes work, and some hotel, restaurant and clinic systems need partner access first.
  • Languages. Modern Standard Arabic is one thing. Gulf dialects, messages that mix Arabic and English, and voice notes need more testing.
  • Voice. Phone agents need more tuning than text, and they cost per minute.
  • Regulated data. UAE health data law limits storing or processing health data outside the country, which rules out some cheaper hosting. See AI agents for healthcare.
  • Volume. More conversations mean more AI model usage and more messages.

Compared with hiring a receptionist

GulfTalent puts the average front desk receptionist salary in the UAE at AED 3,500 a month, in a range of AED 2,000 to 5,500 (October 2026). With visa, health insurance, end-of-service gratuity and leave cover added, one analysis puts the full cost at AED 4,000 to 7,000 a month (Sawan Kr).

An agent is not a like-for-like replacement. It covers the nights, weekends and busy hours one person can't, answers in several languages at once, and hands anything that needs judgement to your team. Most businesses use one so their staff spend less time on the same questions, not to remove the front desk.

Off-the-shelf or custom?

Off-the-shelf tools are fine for answering common questions on one channel. Meta now offers its own Business Agent inside WhatsApp worldwide. It answers questions, books appointments and qualifies leads, and it is charged through WhatsApp Business Premium tiers, or by usage for large businesses (TechCrunch). Meta says custom agents for larger companies are still being built.

A custom agent is worth it when the agent has to work inside your business: booking into your real calendar, writing to your CRM, sending payment links, following your rules for refunds and exceptions, working in Gulf Arabic, or keeping regulated data in the UAE.

Questions to ask before you sign

  1. Are WhatsApp and phone costs passed on at cost, or with a margin?
  2. What is the minimum term, and what happens after it?
  3. What does the monthly fee include: fixes, updates, new questions, reports?
  4. Who owns the agent's knowledge base and the conversation records?
  5. Where is the data hosted, and who can access it for support?
  6. How does the agent hand over to a person, and can you switch it off at any time?
  7. How was the Arabic tested, and on which dialects?
  8. Can you run a paid pilot on one workflow before you commit?

What Vykorr charges

We publish our starting prices so you can budget before a call.

  • Starter: from AED 7,500 setup, then from AED 1,950 a month. One job, such as customer messages or bookings, on WhatsApp and web chat, answering from your own FAQs, with handover to your staff and a monthly report.
  • Pilot: AED 4,950 for 30 days. One workflow, live with your real customers, with no monthly fee during the 30 days and success measures agreed up front. Credited to setup if you continue.
  • Bigger agents: quoted after we see the workflow. More jobs and channels, CRM, calendar and payment connections, voice calls, and large or regulated organisations.

Three-month minimum, starting after the pilot if you run one, then monthly, and two months free when paid annually. WhatsApp and phone costs are passed on at cost. Prices are in UAE dirhams, before VAT where it applies; the standard UAE VAT rate is 5% (UAE Ministry of Finance).

Common questions.

Is there a free AI agent for WhatsApp?

Not one that is free to run. Replying to customers inside WhatsApp's 24-hour window costs nothing, but the AI behind the replies does: Meta charges for its own Business Agent through WhatsApp Business Premium tiers or by usage, and other tools charge a monthly fee.

Do I pay WhatsApp for every message?

No. Replies inside the 24-hour window after a customer's message are free. You pay for template messages sent outside that window, priced by category and country. For UAE numbers from 1 October 2026, providers quoting Meta's rate card list about AED 0.21 for a marketing template and about AED 0.06 for a utility or authentication template.

Why do quotes for the same agent vary so much?

Mostly because of integrations, languages and who pays the usage costs. Ask each vendor to split setup, monthly and usage costs, and to say exactly what the monthly fee includes.

Is VAT added to AI agent prices?

VAT-registered businesses in the UAE charge VAT at the standard rate of 5%. Check whether each quote is before or after VAT.

Can I start with a small budget?

Yes. Start with one job on one or two channels, often customer messages, and add more once it works. At Vykorr that is the Starter package, from AED 7,500 setup and AED 1,950 a month, or a 30-day pilot for AED 4,950.

How does Vykorr price a bigger agent?

After we survey the workflow: the jobs, channels, systems and languages involved, and your volume. You get the setup price and monthly fee in writing before anything is built.
